It seems like there is never enough money to accomplish everything that needs to be done. This is an interesting financing solution. While it my only generate a fraction of the money that is needed, I like the fact that it can be used for public works, rehab of industrial buildings, and transit oriented development in general. It addresses a broad swath of needs. One of the biggest problems here is the vast number of possibilities. Narrowing that down to a few projects could be tricky.

This article specifically addresses the need for “sustainable” transit. California is looking at reductions in green house gases, using extracted ground water as dust control, fly wheel technology to capture break energy, and solar and hydro energy (ie renewable) to power BART.
Another article giving specific examples of what makes a city/environment “sustainable”.
Sustainability = NETZED = renewable resources = off the grid, water & energy meters, green roof, water conservation, bike & electric car parking.
